Higher Education Reauthorization Act

Recognized HSI’s in 1992 under Title III (Developing Institutions Programs)
First appropriation in 1995 ($12 million)
In 1998 was moved into Title V (Developing Hispanic Serving Institutions)
Over $550 million has been awarded to more than 185 HSI’s.

Purpose of Title V Grants

Goal of Title V Cooperative Grant

Title V and Morton College

Morton College in partnership with Governors State University was awarded a Title V Cooperative Grant in October 2005.

Title V Grants are awarded to Hispanic Serving Institutions (at least 25% Hispanic student population). The funds are to be used to build the capacity of the institution to better serve its Hispanic student population.

The goal of MC & GSU’s Title V Cooperative Grant is to increase Hispanic student persistence to degrees and completion.

To increase Hispanic student persistence to degrees three activities were written into the grant:

Student Cohorts
Tracking System
Faculty Development

Keys to Success

o Administrative support
o Faculty involvement
o Staff awareness
o Collaboration from academic and student service areas
o Morton College commitment to objectives of the grant
o Strong partnership with Governors State University
